Added Page Title Configuration for when PlaceHolderPageTitle is hidden, also fixed Exception when using SharePoint Designer.

This web part will iterate through all controls on Page, some of these controls require elevated privilege.

Specific permissions required:

System.Security.Permissions.SecurityPermission

Microsoft.SharePoint.Security.SharePointPermission

Note: To disable ContentPlaceHolder web part on page, add querystring Mode=edit

Solution will be added into Site upon activation, then manually add web part into gallery.
